Options pilot farm programs through uncharted waters

Abstract:
The U.S. Department of Agriculture is testing an Options Pilot Program (OPP). The OPP subsidizes farmers' purchases of agricultural options, if the farmers first attend a seminar on the program and hedging techniques. The tests so far indicate that OPP could save the government money by shifting price risks to the market.
