Lender's choice--FCA blunder? (May 1999)

Abstract:
The comment period for the Farm Credit Administration's (FCA) proposed regulation closed on May 10, 1999. The regulation would authorize any Farm Credit System (FCS) lender to lend anywhere within the US. A preliminary review of the 186 comment letters filed with the FCA raised new concerns that should trouble Congress, bankers, and anyone else who cares about the future of rural America. These comment letters also reveal a potentially acrimonious split within the FCS over lender's choice. An overview of these comment letters is presented.
