Abstract:
On March 8, 2002, Congress' investigative arm, the General Accounting Office issued a report slamming the FCS' poor effort to meet its statutory responsibility to lend to young, beginning, and small (YBS) farmers. The Farm Credit Act requires FCS institutions to serve YBS farmers and ranchers.
