GLB revisions create lending opportunities

Abstract:
The passage of the Gramm-Leach-Bliley Act in 1999 created tremendous opportunity for smaller financial institutions. More than 600 FHLB of Dallas member institutions have responded by collectively generating more than $13.5 billion in borrowing capacity for loans to small farms and small businesses. Title VI of the GLB created a new category of FHLB members called community financial institutions. These are FDIC-insured banks and thrifts with 3-year average assets under $500 million adjusted annually to reflect any increase in the Consumer Price Index. FHLB institutions were authorized to accept secured small farm, small agribusiness, and small business loans as collateral for advances from CFIs.
