Abstract:
The paper discusses the proposed Agricultural Policy Resolution in the context of increasing number of small and marginal farms and improving productivity on these farms. Some inadequacies of the proposed policy. document ale indicated that relate to land reforms, efficiency and equity in agriculture and organization of small and marginal farmers. It is cautioned that if the proposed policy document is accepted as it is, it will strengthen the existing inegalitarian distribution of economic gains and millions of small and marginal farmers will either be bypassed from the development process completely or .they will trail behind.
