Temporary Barriers and Local Industry Defense: Where does Guyana stand? Where Should It Head?

Abstract: This paper seeks to survey the global landscape for the use of trade defense measures, and anti-dumping measures particularly, to identify key trends and assess the implications for Guyana given its current pattern of trade. It assesses Guyana’s legislative framework, as well as countries in the Americas, and identifies key policy issues for Guyana in order to build capacity to address anti-dumping concerns. Guyana currently does not have legislative capacity for anti-dumping measures. However, to provide a safety-valve to local industries, Guyana may find it useful to fill this deficit as well as develop the administrative capacity to satisfy the evidentiary requirements of the WTO.
