Is the allocation of CAP support for agriculture in Poland optimal?

Abstract: Since the Polish EU accession each EU programming period has brought changes in CAP and the level of funds assigned for Poland. There is a wide range of research publications presenting the structure of Common Agricultural Policy support for the Polish agriculture and rural areas. Yet, most of them cover only one programming period or concentrate on structural changes in agriculture and rural areas informing about the level of support only as a starting point for further analyses. The aim of the paper is to assess the actual objectives of the CAP implementation in Poland. These objectives are reconstructed by analysing the level of support allocated to different types of farms and farming regions and the types of instruments applied to transfer these funds. The analysis is conducted based on the national statistical data concerning agriculture including the last two censuses – in 2002 and 2010 as well as the data on the CAP transfers made by the Agency for Restructuring and Modernisation of Agriculture during the period 2004-2013. Some comparisons use also Polish FADN database. The results show that generally the key beneficiaries are the smallest and the largest farms. However, there are significant differences in the division between winners and losers when specific policy instruments are analysed.
