Abstract:
The procedure «Development plans» set up by the community instruction n° 72-159 has been implemented at a rather slow pace. Rejection may not be too strong a word to speak about this new procedure. But, after a period of progressive adoption, the process used induces very important changes in working habits of the farmers' advisers, and in the relationships between farmers and their advisers.
