Abstract:
Zoning to preserve farm land in suburban areas is difficult to implement. Economic analysis of legal rules seems a good approach because supply, demand and prices of land are deeply influenced by laws and regulations. Could land use regulations become neutral for land values ? This would require both fiscal mopping up of capital gains and use of pooling rules in the allocation of development rights.
