The Europeanisation of agri-environmental policy in Poland

Abstract: This paper seeks to answer the following question: what are the impacts of European agri-environmental policy (AEP) on member states’ policy patterns? The concept of Europeanisation is employed, as it relates to the adaptation of domestic policies and policy instruments to existing EU legislation. An analysis of the extent to which the European level of policy-making has affected the emergence and further development of the AEP in Poland will be undertaken. Additionally, the paper examines the way in which Poland has applied Agri-environmental Schemes (AESs) and what effects this has had on the relevant Polish institutions. Empirically, this research draws on semi-structured interviews with key administrative bodies and social actors involved in agri-environmental issues. Dieser Artikel befasst sich mit der folgenden Frage: Welche Auswirkungen hat die Europäische Umweltpolitik auf die Politik der Mitgliedstaaten? Hierfür wird das Konzept der Europäisierung eingesetzt, da es sich um die Adaption der nationalen Politik und der entsprechenden Politikinstrumente an die EU-Gesetzgebung handelt. Im Einzelnen wird untersucht, inwieweit die politische Entscheidungsfindung auf der Europaebene das Hervortreten und die weitere Entwicklung der polnischen Umweltpolitik beeinflusst hat. Des Weiteren werden die Art und Weise der Implementierung der Agrarumweltmaßnahmen sowie ihre Effekte auf die polnischen Institutionen analysiert. Empirisch stützt sich diese Forschung auf teilstandardisierte Interviews mit Schlüsselverwaltungsorganen und sozialen Akteuren, die mit Agrarumweltschutzaufgaben betraut waren.
