A BIOÜZEMANYAG ELŐÁLLÍTÁS ELVI KÉRDÉSEI 2014-BEN ÉLELMISZER VAGY (?) ENERGIA

Abstract: Az Európai Bizottság úgynevezett ILUC javaslata kapcsán (Indirect Land Use Change, azaz indirekt földhasználat változás) felerősödtek azon vélemények, amelyek az élelmiszer termelést és az üzemanyag előállítást éles ellentétbe állítják. Az európai szabályozás szemszögéből nézve érthetőnek tűnő érvelések azonban bizonyos régiókban nehezen értelmezhetőek és megérthetőek. Nemzeti szinten Magyarország agroökológiai adottságainak jelenlegi és jövőbeli kihasználására, valamint az egyes agrárproduktumok üvegházhatású gáz kibocsátására és azok energiaintenzitására tekintettel célszerű a kérdéskör átfogó elemzése úgy, hogy a nemzeti és EU-s törekvések közötti összhang, vagy kompromisszum létrejöhessen. Az elemzés során érdemes a nemzetgazdasági hatások figyelembe vétele is, azaz az egyes intézkedések élelmiszerbiztonsági, energetikai és klímavédelmi aspektusain túl a vidékfejlesztési, gazdaságfejlesztési, foglalkoztatási hatások is bemutatandók lokális és regionális szinten is. --------------------------------------------------------- Due to the ILUC proposal of the European Commission (Indirect Land Use Change which proposal is generally effect on the rural areas and biofuel industry in Hungary) are strengthening opinions what contrasts sharply food production and energy. However some arguments are reasonable from the point of view of the European legislation but are strongly acceptable in some special regions. This question should have to analyse at a national level considering the current and future use of the agroecological capabilities of Hungary, as well as the study the greenhouse value and energy intensity of each agriproducts in order to establish an compromise or harmony between the national and EU ambitions. During the analysis would welcomed to show the national economic effects, like beyond the food security, energetic and climate-protection measures, the effects on rural development, economy development, employment, at a local and regional level.
