Evaluating U.S. Rural Entrepreneurship Policy

Abstract: We explore the role of entrepreneurship in economic growth and development, paying particular attention to types of entrepreneurship (such as necessity- versus opportunity-based) and the various means by which entrepreneurship can be modeled. This includes a model of knowledge accumulation as a function of investments in stocks of scientists and codified knowledge such as patents. The difficulty of carrying out such work with currently available data is emphasized and we describe how an “ideal” evaluation in terms of data and metho-dology could be carried out. We also present an overview of some of the evaluations con-ducted on popular programs aimed at the promotion of entrepreneurship in the U.S.
