MERCADO DE CARNES BRASIL-RÚSSIA: UMA ANÁLISE A PARTIR DA PERSPECTIVA DA NOVA ECONOMIA INSTITUCIONAL

Abstract: As exportações brasileiras de carne vêm sofrendo mudanças nos últimos anos. O tema de novos parceiros comerciais se torna recorrente à medida que o Brasil se fixa como principal fornecedor de carnes. Objetivou-se,neste artigo,descrever as características do ambiente institucional que envolve o comércio de carne brasileira com o seu principal importador, a Rússia. Na pesquisa, utilizaramse a Nova Economia Institucional para discutir os dados levantados por meio de pesquisa bibliográfica e entrevistas semiestruturadas, caracterizando assim, um estudo qualitativo-descritivo. Os resultados confirmam que mudanças no ambiente institucional no mercado russo possibilitaram um incremento das exportações brasileiras, sobretudo de carne bovina. O mercado russo apresenta enorme vigor de volume, bem como traços de instabilidade no ambiente institucional, relacionado, principalmente, às cotas e suas taxações. Isso gera a necessidade de que as autoridades públicas e as associações de interesse privado dos dois países desenvolvam as bases para um ambiente de negócios mais estável. ----- Brazilian exports of meat have been changing in the last years. The theme of new business partners is important as Brazil stablishes as the main supplier of meat in the world. Thus, this paper aims to describe the characteristics of the institutional environment that surrounds the meat trade with Brazilian main importer, Russia. The research is based on the New Institutional Economics framework, and the data was collected through literature review and semi-structured interviews characterizing a descriptive qualitative study. The results show that changes in the institutional environment of Russian market have enabled an increase in Brazilian exports, especially beef. The Russian market is huge, but the institutional instability is also high, mainly due to quotas policies and associated taxes. This instability requires the development of stronger ties to establish a more stable business environment, which must be the core of the strategies of public authorities and associations of private interest of both countries.
