Abstract: This paper is an introduction to the study of the effectiveness of selected instruments of real estate management of the commune. First, it discusses the objectives and tasks of the commune, the concept of property management and selected its instruments - planning fee and betterment levy. The paper addresses also the issue of measuring the effectiveness of these two levies – the main assumptions of such measurement. It proposed several indicators to assess.
