Dobra publiczne w koncepcji wielofunkcyjnego rozwoju rolnictwa; ujęcie teoretyczne i praktyczne

Abstract: The presented conception of multifunctional agriculture is a wider view of the process of creating and dividing the economic surplus in farming sector. It is a balanced approach which includes various aspects of creating the advantages for the community. The notion of agricultural multifunctionality is presented indicating its various interpretations. As a starting point for its consideration, the difference of public and private goods was taken. The issue of public goods, which cannot be excluded from consumption for social reasons, causes the situation that many rents in agriculture that result from it are not realised. The implementation of the multifunctional agriculture concept encounters obstacles such as difficulties in separating private and public goods as well as in taking appropriate methods for estimation of the other. In this paper, we show that taking into consideration more complex and integrated approach of the agricultural functions realisation allows to use the resources better in economy as a whole. In the paper, there is an indication to the particular EU members. / Synopsis. Celem artykułu jest przedstawienie roli dóbr publicznych w koncepcji rolnictwa wielofunkcyjnego. Zwrócono uwagę na przesłanki i ograniczenia w rozwoju sektora rolnego w warunkach globalizacji i liberalizacji. Przedstawiono przegląd pojęcia wielofunkcyjności rolnictwa, wskazując na jego różne wymiary. Jako punkt wyjścia rozważań przyjęto wykazanie różnic pomiędzy dobrami prywatnymi i publicznymi. Podstawową trudnością jest właściwa wycena dóbr publicznych i możliwość ukształtowania mechanizmu zapewniania dochodów za ich wytwarzanie. Sama koncepcja dóbr publicznych jest wyrazem niedoskonałości alokacji rynkowej. Dlatego tak istotne jest wykreowanie instytucjonalnego systemu zapewnienia zwrotu nadwyżki ekonomicznej do sektora rolnego. W opracowaniu wskazujemy, iż przyjęcie bardziej kompleksowego i zintegrowanego podejścia do realizacji funkcji rolniczych pozwala na lepsze wykorzystanie zasobów w gospodarce jako całości.
