Problematyka ochrony środowiska naturalnego w aktach prawnych dotyczących rejestracji środków ochrony roślin obowiązujących w Polsce w latach 2001-2009

Abstract: Legal requirements regarding registration of plant protection products have undergone numerous changes in years 2001-2009. The main reason of the changes was the accession to the European Union. The most important from the point of view of environmental protection was the rule introduced in 2003, that registration should be limited to plant protection products only containing active substances previously assessed and approved as safe at the Community level. Significant from the point of view of environmental protection was also an increase of demands regarding the registration studies. In the analyzed period an increase of requirements regarding qualifications of the spraying device operator and the inspection of spraying equipment also took place. / Synopsis. W latach 2000-2009 wymagania prawne dotyczące rejestracji środków ochrony roślin ulegały licznym zmianom. Zmiany te były w dużej mierze powiązane z dostosowywaniem przepisów prawa polskiego do wymogów Unii Europejskiej. Za zmianę najistotniejszą z punktu widzenia bezpieczeństwa środowiska należy uznać wprowadzone w 2003 wymaganie, że do stosowania w ochronie roślin mogą być dopuszczone tylko te substancje aktywne, które zostały na szczeblu Wspólnoty ocenione i uznane za bezpieczne. Poza tym istotny dla bezpieczeństwa środowiska był wzrost wymagań dotyczących przedrejestracyjnych badań badań środka. W analizowanym okresie obserwowano również wzrost wymagań dotyczących kwalifikacji operatora wykonującego zabiegi ochrony roślin i nadzoru nad sprawnością techniczną stosowanego sprzętu.
