Abstract: Most of New Zealand's agricultural and horticultural exports are controlled or influenced in some way by producer boards or licensing authorities. These organisations are creatures of statute, and several of these statutes have been under review in recent years. The reform seeks to take into account the current deregulatory framework in New Zealand and further disengagement of Government. This paper outlines the current and proposed roles and functions of the boards and changes to the legislation that regulates their activities.
