Abstract: This article reports the results of the research into El Mante, Tamaulipas. The purpose of the study was to identify strategies that could serve as a basis of the selection and development of municipal projects aimed at boosting the Sugarcane Development in the region. Focus groups with different stakeholders such as growers, entrepreneurs, distributors, and experts in the field were conducted. Different tools were applied that led a diagnosis and conclude, besides the generation of strategic lines, that sugarcane is a mainstay of economic development that needs to envolve from a bussines perspective and explore new potencial markets, prior to that, balance the force of the producers who are the weakest link in the chain. In order to accomplish the above, it will be needed the participation of all the chain elements, prior to that, balance the force of the producers who are the weakest link in the chain. Implications such as the need to empower the producers and involve all the elements of the value chain are discussed.
