Terrorism as Unfinished War

Abstract: In this paper, the author presents that the therorism representative constant of human society. In this sense, the author analyses previous attempts to notionally define terrorism, suggests different approaches in determination of terrorism, justification of terrorism, types and characteristics of terrorism, where the reasons why terrorism has not yet been integrally defined could be found. As a consequence to this fact, it arises that terrorism is not included in the Statute of the International Criminal Court, as well as different reactions to terrorism through global war against terrorism, with special repercussions. The author essays, by determining the characteristics of terrorism through history, to indicate the complexity of this phenomenon, which imposes the need of alternate defining, as well as finding other ways of reaction and campaign against terrorism. In the end, the author points out the necessity of taking the new approach in defining terrorism, the necessity of accepting the unique approach to terrorism, which the adequate measures against terrorism will follow.
