Organizational and economic ensuring for the management of forestry lands: foreign and domestic experience

Abstract: The purpose of the article is to carry out theoretical and methodological substantiation of characteristics and organizationaleconomic factors for development an instrument of strategic management as a component of the financial and economic mechanism on basis of balanced use of forestry lands with the description of foreign experience and the definition of priorities for Ukraine. Research methods. In the research process were used the following scientific methods: the dialectical method of cognition for analysing legislative and normative acts and scientific works regarding problems of balanced use of forestry lands; the comparative analysis for disclosing problems in the management of forestry land in comparison with the European experience; the monographic method for identifying factors for management development on basis of balanced use of forestry land; the abstract-logical method for theoretical generalizations and formulation of conclusions. Research results. The study provides an overview on organizational and economic factors for management development on basis of balanced use of forestry lands with the description of foreign experience and the definition of priorities for Ukraine. It is substantiated that the adaptation of foreign experience, the introduction of international standards for combination of space and time measures to ensure balanced use of forestry land is impossible without the use of scientifically based and environmental strategic management tool, which is a component of the financial and economic mechanism. Elements of scientific novelty. The theoretical positions and applied principles of strategic management of forestry lands were further developed, based on the foreign experience of the balanced land use. Practical significance. Foundation was prepared for the functioning of a financial and economic mechanism with an integrated system of organizational and management tools aimed at achieving the balanced use of forestry lands.
