La percepción de los agentes económicos sobre la regulación de pesquerías. Aplicación al sector pesquero de Galicia

Abstract: La regulación de pesquerías ha evolucionado a escala mundial de forma significativa, en paralelo con las aportaciones teóricas y las experiencias reales. En el presente trabajo se trata de marcar adecuadamente la discusión teórica sobre regulación de pesquerías, perfilando y matizando algunas cuestiones, para proceder a continuación, a formular un procedimiento de análisis de la percepción que los agentes económicos tienen sobre los aspectos que consideramos más significativos en la regulación. Estos aspectos se refieren a medidas técnicas y su grado de aceptación y cumplimiento, así como el propio proceso de diseño y control de las medidas de regulación. Nuestro enfoque lo aplicamos, a través de una muestra, al caso de Galicia, para lo cual especificamos también el marco institucional en este caso......The regulation of fisheries has developed significantly on worldwide scale, in parallel with theoretical contributions and real-life experiences. In this paper we will discuss the theoretical debate on the regulation of the fishing industries, qualifying some of the major themes in order to draw up a procedure for analysing the perception of economic agents on the aspects which we consider to be the most significant insofar as regulation is concerned. These aspects are related to technical measures and the degree to which they are accepted and complied, as well as the process itself of design and control of regulatory measures. We will, by means of example, focus on the case of Galicia, to which end we will also specify the corresponding institutional framework.
