Instituciones y costes de transacción en la gestión de pesquerías: el caso de Grand Sole

Abstract: La adhesión de España a la CEE en 1986 supuso la definición de derechos de pesca con la finalidad de limitar el acceso de los buques españoles a las pesquerías del Grand Sole (divisiones CIEM Vb, VI, VII, VIIIabde), explotadas mayoritariamente por buques procedentes de las regiones de Galicia y el País Vasco. Desde entonces, han surgido diferentes estrategias (acumulación de derechos, exportación de buques, etc.) para ajustar las capacidades de pesca a las disponibilidades de cuotas. En la actualidad, el sistema ha culminado en el establecimiento de derechos de pesca individuales y transferibles. Sin embargo, los pescadores han optado por delegar en su Asociación la gestión de sus derechos. Este trabajo tiene por objetivo analizar la evolución del sistema de gestión en esta pesquería adoptando la metodología de la Nueva Economía Institucional...Spanish accession to the EEC in 1986 meant the definition of fishing rights with the aim of restricting the activity of Spanish vessels in the Grand Sole fishery (ICES Vb, VI, VII, VIIIabde), mainly exploited by vessels based in two regions, Galicia and the Basque Country. Since then, different strategies (accumulation of fishing rights, export of fishing vessels, etc.) arose out in order to adequate the fishing capacity to the availability of quotas. Nowadays, the system has culminated in the setting-up of individual and transferable fishing rights. However, fishermen have preferred to delegate the management of their rights in the hands of their Associations. The purpose of this paper is to analyse the evolution of the management system in the fishery from the New Institutional Economics point of view.
