Abstract: Most rural local governments cannot afford to hire consultants or full-time professionals to solve local problems. Instead they rely on their own board members. That usually produces satisfactory results, but local governments must also realize its limits. Some problems are just too technical for most boards to grapple with. In those cases, they need outside help.
