The impact of technological innovation on public administration performance - a prospective microstudy

Abstract: Technological innovation represents a cornerstone of public administration modernization and a key driver of institutional performance. Through digital transformation tools such as e-governance, artificial intelligence, process automation, and open data systems, public institutions can enhance operational efficiency, reduce bureaucratic barriers, and improve decision-making transparency. These advances contribute to the delivery of faster, more adaptive, and citizen-centered public services. At the same time, digitalization generates new challenges related to organizational adaptation, cybersecurity, and the persistence of digital divides across different administrative levels and social groups. Based on a qualitative and analytical research design, this paper examines the impact of technological innovation on public administration performance, highlighting its main benefits, limitations, and strategic development directions. The analysis integrates insights from international frameworks (OECD, UNESCO, European Commission) and national policies such as the National Strategy for Public Sector Innovation (2025-2029). The study concludes that the digital transformation of governance - supported by artificial intelligence, data analytics, and participatory mechanisms - has evolved from a modernization option into a structural necessity for efficient, transparent, and accountable public administration.
