Abstract: The article proposes a concept of management of regional investment programs. Management is based on the organization of interaction ofall the performers risk based on all objects in the dynamics.The article discusses ways to assess the economic mechanisms and risk management on the example program for the development of transport infrastructure. The article shows the efficiency of the insurance contract terms to ensure commissioning offacilities.
