Abstract: The article discusses the possibility of using the cluster and logistic approaches for the development of socio-economic sectors in the regions of Russia. Proposed: a new approach in the evaluation of portfolio investments in various cluster projects in the region with the aim of obtaining a synergistic socio-economic benefit and universal mathematical model of evaluating the effectiveness of the projects from the stage of conception to completion. The authors have developed economic 3D cluster structure matrix type, providing a variety of projects within the cluster with all required resources.
