Abstract: The article discusses the necessity of using extra-budgetary education programmes for the purpose of improving the incentives and remuneration of employees of higher educational institutions. Analyzed industry statistics. The authors propose a number of measures for the organization of extra-budgetary funding of the educational process and improvement of system of motivation of scientific and pedagogical workers.
