Abstract: In the article is analyzed influence of economic and financial changes of external and internal environments on stability of banks of a regional financial system; is introduced for scientific use determination of the concept «sustainable ability of a bank system»; are given recommendations about accounting of economic risks about external factors of influence on bankingsystem stability; are created and are quantitatively interpreted regression systems of economic indicators and assets of the banking sector of the cities of Moscow and St. Petersburg.
