Abstract: In the article questions and problems of providing entrepreneurs and enterprise structures by available and acceptable financial (credit) means due to decrease in interest (credit) rates by banks are considered. For achievement of this purpose some problems of optimization of a bankingsystem ofthe country as a result of decrease in number of commercial banks in the country, their rational placement on regions of the country, feature of revocations of licenses of banks violators, problems of sanitation of banks, decrease in the rate of inflation and a key interest rate of the Central Bank of the Russian Federation are considered.
