Abstract: A significant differentiation of regions in terms of socio-economic development indicates the need to develop effective policies in the provision of intergovernmental transfers to constituent entities ofthe Russian Federation, aimed at reducing socio-economic differences by ensuring sufficient financial resources necessary for the implementation of their powers. The article considers intergovernmental transfers as a tool for regulation, leveling and development of the constituent entities of the Russian Federation. The directions for improving intergovernmental relations in the formation of the revenue base of budgets are proposed.
