Abstract:
This study sought to determine the role of the Community Empowerment and Progressive Organization (CEPO) in promoting good governance in Juba, South Sudan. The study's specific objectives were to investigate the role of CEPO in promoting good governance, assess the relationship between CEPO's activities and good governance outcomes, evaluate the challenges facing civil society in this endeavor, and recommend strategies for enhancing CEPO's impact. Utilizing a mixed-methods case study design, the research was conducted among CEPO employees in Juba, with data collected from a random sample of 50 staff members using a structured questionnaire. The findings indicate that CEPO has a significant positive impact, particularly in the areas of policy advocacy, legislative participation, and political oversight, which strengthens institutional capacities and promotes the rule of law. However, its effectiveness is substantially constrained by a restrictive political environment, limited funding, and security challenges. The study recommends ensuring adequate and sustainable funding for civil society, creating a more conducive operational environment through government action, and formally including CSOs in governance and decision-making processes. Areas identified for further research include a longitudinal analysis of CEPO's contribution to governance, the specific effects of its interventions on corruption reduction, and the dynamics of its relationship with state institutions.
