Farmer Behaviour in the Use of Jomblangan Irrigation Systems in Tobacco Farming under Water-Limited Conditions in Rembang Regency

Abstract: Rembang Regency serves as a primary tobacco-producing region characterised by rain- fed agriculture and chronic water scarcity. To mitigate these environmental constraints, local farmers have adopted the traditional Jomblangan irrigation system as a localized adaptation. This study analyses the determinants of farmers' behaviour in utilising Jomblangan traditional irrigation system and understand the role of farmers' attitudes as a bridging variable between social, environmental, institutional, and risk perception factors to irrigation practices. Data were elicited through structured questionnaires and interviews with 100 randomly selected farmers. The analysis was conducted using the Partial Least Squares–Structural Equation Modelling (PLS-SEM) approach. The empirical results indicate that social norms, environmental quality, institutional support, and risk perception exert a positive and significant influence on farmers' attitudes, which in turn drive the adoption of the Jomblangan system. Key drivers identified include family encouragement, fertiliser and pesticide adjustments, technical assistance, access to irrigation equipment, water-use efficiency, and participation in water storage maintenance. The structural model demonstrated robust validity, reliability, and predictive relevance. These findings highlight how farmers adapt to water scarcity through traditional irrigation innovation and underline the importance of social, environmental, and institutional support in strengthening the sustainability of tobacco farming in Rembang Regency.
