THE ANALYSIS OF FINANCING THE SYSTEM OF SOCIAL ASSISTANCE IN ROMANIA

Abstract: The transition to the market economy that started in Romania after 1989, and especially the beginning, during the period 1991-2009, of the re-structuring and turning to private ownership of most of the fields of the economy, determined the appearance of certain special social and economic circumstances that forced the re-approaching of the whole system of social security. An important part of this system is represented by the system of social assistance. The analysis of the financing of this system during the period 1996-2009 shows the fact that, although most of the trend of the expenditures of the State budget for social assistance is ascendant, nevertheless such expenditures are far from reaching the needed level of completely covering the needs of those who are their beneficiaries.
