Abstract: As a result of the development of the Argentine satellite industry, new players associated with the telecommunications sector emerged and the rules of the game that still regulate its activity today were designed. This paper analyzes how the current institutional framework affects the possibilities to take advantage of re­sources and opportunities that promote the satellite telecommunications sector in light of the evolution of: the role of the national satellite operator; the request of geostationary orbital positions to the International Tele­communication Union and the bringing into use of satellite at those positions; and the regulation of the local provision of satellite services. The findings show room for improvement in the use of resources and opportu­nities in the sector by redesigning institutions that enhance coordination between government entities and the management of the trade-off between competition and industry protection.
