Notes on the [Indispensable?] Reform of Labor Regulations

Abstract:
The need for profound reforms to labor regulations has been frequently raised by various voices—business representatives, political parties, and think tanks. These reforms appear in some of these proposals as the indispensable condition for increasing formal private employment and, therefore, for reducing the high prevalence of informal work. It would be the “silver bullet” that would solve all the problems of the country's labor market. This rhetoric has intensified in recent months to the point that it is difficult to find any diagnosis of the economic situation formulated by these sectors that does not consider progress in this direction essential, almost “obvious.” Moreover, without “solving” this “problem” (along with reforms in the fiscal and social security spheres), all the macroeconomic progress achieved and yet to be achieved to ensure job growth would be in vain.
