The “inverted pyramid” of capacities

Abstract:
Given the heterogeneity of capabilities the capability approach lacks operative character. The way out seems to apply only to specific cases. This answer, however, is insufficient for the economist that must design an economic policy. This paper proposes a characterization of capabilities that can be represented by an inverted Maslow’s pyramid. This proposal may origin a proposal of a set of capabilities that must be provided and other set that must be fostered. Thus the approach becomes more operative. The peril of overspecification pointed out by Sen is taken into account in the whole paper.
