Distributive effects of discretionary changes in fiscal policy. Partial equilibrium and general equilibrium simulations

Abstract:
The aim of the article is to analyze how changes in fiscal policies would improve income distribution in Argentina. Taking as reference the situation in 2010 and using two complementary approaches, partial equilibrium and general equilibrium approaches; it can be shown that the increase on education and health expenditure but particularly the intensification of social transfers would improve income distribution. Similarly, the reduction of indirect taxes such as VAT and the increase of direct taxes, would cushion the erosive impact of the elimination of energy and transport subsidies on income distribution, which relatively more affect poor households
