Abstract:
To date, one of the most promising ways to improve the financing of the higher education system is to link the amount of allocated budget allocations to the qualitative results of the institution's performance, or, in other words, to introduce a results-based financing system, i.e. performance financing. Kevin Dougherty and Rebecca Natow explore this approach to the funding in higher education system. Performance financing model has many complexities and conflicts. The studies haven’t proved the effectiveness of the implemented financing models in achieving the declared indicators. The authors remain extremely cautious in their assessments and recognize that, despite the widespread propaganda of these programs and strong administrative pressure, there are forces that discourage the introduction of performance financing in practice.
