Abstract: The problem of applying scientometric indicators for evaluating the performance of scientists and organizations is one of the most popular topics discussed in the scientific community. The interest in quantitative analysis of publication activity and citation has never been so high. These indicators are used to identify the most significant and promising areas of science. Due to the lack of adequate quantitative indicators for evaluation of effectiveness of scientific activity, the indicators of publication activity and citation are introduced into the practice of evaluation of scientific organizations and universities. Decisions on distribution of financial resources between collectives and institutions, on the reorganization of inefficient organizations are made on the basis of these indicaors. This approach is getting more and more popular with the growing deficit of budgetary funds. Step by step, bibliometrics has become a standard tool for quantitative analysis of science.
