Methodological Approach to Determining the Position of the Russian Federation by the Share of Articles in the Scientific and Technological Development Priority Areas

Abstract:
Introduction. The aim of the research was to develop a methodological approach to the calculation of the indicator “Position of the Russian Federation by the share of articles in the scientific and technological development priority areas in the total number of articles indexed in international databases”. This indicator is a target indicator of the Russian National project “Science”. The relevance of the research is determined by the fact that there is no methodological approach to the calculation of the indicator for both international databases: Web of Science and Scopus. Monitoring Tools. The research is based on the following three methodological approaches proposed: 1) the approach based on averaging the final indicator; 2) the approach based on bringing the final indicator to an integer value; 3) the approach based onminimizing the final indicator. Results and Discussion. The results of the research include algorithms and methods for calculating the indicator. Calculation is carried out on the base of the authors’ compliance tables “scientific and technological development priorities – codes of international polythematic qualifiers”. Following the results of the study, the authors made the rankings of countries by the share of scientific articles indexed in Web of Science and (or) in Scopus, in the context of priorities for 2013-2017 (total 14 ratings). The rankings indicate the position of the Russian Federation in the world obtained with the use of three methodological approaches. Conclusion. The authors of the article recommend to determine Russia’s position in the world using the methodological approach based on the minimization of the final indicator, because it gives the most objective results. The developed methodological approaches can be used to make country rankings based on other scientometric indicators.
