Abstract: Elena A. Antipina, General Director of the Institute for Public-Private Planning, Head of the Interdepartmental Working Group on Dual-Use Scientific and Industrial Clusters, Member of the IWG on Diversification and Development of Market Mechanisms in Organizations, spoke about the network of dual-purpose scientific and industrial clusters as a mechanism for strengthening the technological sovereignty of the Russian Federation of the military-industrial complex for the purpose of import substitution and implementation of national projects of the Collegium of the Military Industrial Complex of the Russian Federation.
