Developing Approaches to Building an Assessment of Scientific and Technological Development Based on a Comparative Analysis of Key Indicators Used in International and Russian Practice

Abstract:
Introduction. The article analyses the existing methodologies for assessing scientific and technological development; the specifics of Russian and foreign approaches to their formation are noted. Methods. The research methodology is presented by both general scientific and special scientific methods. Results and Discussion. The article presents a number of applied methodologies for evaluating performance in the field of research and development, formulated the basic principles of their formation, as well as areas of application. The key criteria for assessing the scientific and technological development of regions should be the consistency of regulatory, strategic documents, the programme of scientific and technological development of the region and the state regulatory framework; the balance between the scientific and technological development of the region, including an assessment of the cost of development of the scientific and technological complex of the region; the level of socio-economic development of the region, including a financial and economic assessment of the cost of development of engineering, transport, social infrastructure Conclusion. Conclusions are drawn about the functional specifics of the methodologies discussed in the article, as well as the foundations for the formation of methodologies for assessing the scientific and technological development of countries and regions.
