Algorithm for Evaluating the Progression of Intellectual Property in the Scientific, Technological and Innovative Sectors at a Regional Level

Abstract:
Introduction. At present, intellectual property stands as a cornerstone for successful innovation development. It aids in economic growth, provides substantial financial gains and ensures future economic stability. For the most successful and efficient use of intellectual property in the fields of science, technology and innovation, strategic management is essential. Methods. The research involves creating an algorithm to evaluate intellectual property in the scientific, technological and innovative sectors at a regional level. Using analytical and comparative methods, the authors examined existing approaches to intellectual property valuation. Subsequently, through synthesis, ranking and dialectical methods, an algorithm was formulated to assess the growth of intellectual property in the scientific, technological and innovative sectors of a region. Results and Discussion. An examination of existing methodologies revealed that Russia lacks legally established methods for valuing intellectual property at both federal and regional levels. The analysis identified that the most appropriate method for assessing the growth of the intellectual property sector is a combination of integral approaches and threshold value methods, including analogy methods, statistical-mathematical methods and expert methods. Consequently, an algorithm was developed to evaluate the growth of intellectual property in the scientific, technological and innovative sectors at a regional level. Conclusion. The algorithm introduced during this research enables an assessment of the development level of intellectual property in the scientific, technological and innovative sectors of Russian regions, considering the contribution of indicators to the regions' socio-economic development. The established methodology can be enhanced with additional indicators and adapted to evaluate other socio-economic occurrences.
