About Complex Monitoring of the Scientific and Technical Sphere

Abstract: Need of creation of information technologies of feedback for the scientific and technical sphere is defined by participation and aspiration of the state to pursue active policy of formation of innovative sector of economy. The such policy is impossible without exact knowledge of a condition of elements, components and the conditions of innovative development defining this condition. And it demands creation of the organizational and information technology serving processes of collecting, consolidation, storage, the analysis of data, and also maintenance and regulation of the mechanism of its use and development in process of emergence of new conditions and circumstances. Monitoring in aggregate with technology of its maintenance is one of functional subsystems of national innovative system. This subsystem at its high-grade development will provide to governing bodies completeness and reliability of feedback, and also information assistance to all subjects participating in innovative activity.
