Abstract: Traditional methods of the analysis of efficiency of projects don’t meet requirements of selection and control of realization of the scientific and technical projects financed from the state budget. System engineering of the indicators can become way of completion of this methodical blank, allowing to estimate the project from the point of view of interests of the state budget, growth of scientifically-technological potential, stimulation of growth of manufacture, social results, etc. Such system will give the chance to treat macroeconomic efficiency of the scientific and technical projects financed from the state budget, as a measure of conformity of the project to the purposes and state policy problems.
