Generations of Federal Target Programs in R&D: Problems of their Consistency and Prospects of Program-Target Method

Abstract: The paper takes focus on three dynasties of federal target programs in R&D of industrywide character for the period 1996–2014 («Integration of science and higher education»; «Scientific and scientific-pedagogical cadre for innovative Russia»; «R&D on priorities»). The key goal of the research is finding out strategic vector in public R&D policy in context of accomplished and continued federal target programs. The main research results are as follows. Generations of federal target programs are highly connected and, substantially, play role of polygon for testing new mechanisms of public R&D policy. The potential of federal target programs of industrywide character as policy instrument is mainly exhausted, and they can be easily extruded by scientific funds and public targets in R&D. It is proposed a set of middle-term scenarios for the activity of Ministry of science and education of the Russian Federation. Particularly, scenarios stress the point that the current federal target program «R&D on priorities» for 2014–2020 has a poor chance of preservation, and it is necessary to amend the program seriously. The other alternative admits full rejection of federal target programs and strong new accent on public targets in R&D.
