Abstract: The article describes a methodical approach to efficiency assessment of the federal tools for regional development support, which links the intensity of various supporting measures of the regions with the intensity of attracting extra-budgetary investments into their fixed capital (as the dependent variable). Based on empirical evidence of Russia from 2000 to present the article shows that regional development support tools have had a little impact on attracting private investment in most regions, becoming a significant factor in the revitalization of the investment processes only for some of them.
