Abstract: The EU is constantly seeking new ways to limit market access to competitive imports against the assumed international obligations. This is especially the case for imports from countries with abundant natural resources. The EU Basic Anti-Dumping Regulation was amended in December 2017 and armed the EU Commission with additional tools of protectionism. The EU Commission published a report on «significant distortions» in the economy of the Russian Federation for the purposes of trade defense investigations in October 2020. This article assesses these novelties in terms of the EU’s commitments under the WTO Agreement
