Abstract: The article deals with the development of social entrepreneurship in the territory of small settlements, where the social and economic problems of local population caused by human capital inequality, decrease in human capital development indicators and lower employment are quite acute. These trends lead to depopulation of rural areas resulting in extinction of villages. The article examines the practices and experience in developing social entrepreneurship in small settlements and rural areas of both the Russian Federation and the Republic of Belarus. The article highlights the problems that are inherent in social entrepreneurship under current conditions, particularly regulatory framework and legal issues, infrastructural support, availability of skilled manpower
