Movement of Superpotent Substances Across the Russian Federation State Border: Foreign Trade and Non-Commercial Aspects

Abstract:
Exceptions to the free circulation of goods in the common customs territory of the Eurasian Economic Union are analyzed in the article. The conditions of movement of certain types of goods across the state border of the Russian Federation are considered. The concepts of legal and illegal movement of goods across the customs border of the Eurasian Economic Union and the state border of the Russian Federation are studied. Examples of the permissive procedure for the import of superpotent substances into the Russian Federation by participants of foreign economic activity are given. Comments on the possibility of applying international acts, federal laws, by-laws and judicial acts to cases of importation into the Russian Federation by individuals for their own use of medicines containing superpotent substances.
